In the morning of 10 August, the Changsha Jinxia Bonded Logistics Centre came into full operation, turning over a new leaf for bonded logistics in Hunan. The centre was entrusted to BPS Global Group for management by the People's Government of Kaifu District, Changsha City. Bonded logistics in Hunan is no longer Hunan tax-free logistics has come forward ever since.
Construction of Jinxia began in June 2005, and Phase 1 was completed in July 2007. On 26 December 2008, the bonded logistics centre received the approval from government bodies and ministries, including the General Administration of Customs, the Ministry of Finance, the State Administration of Taxation and the State Administration of Foreign Exchange. On 28 April 2009, the centre passed the inspection by the four government bodies of National People's Congress, and became the first and sole bonded logistics centre in Hunan. BPS Global Group was responsible for the preliminary planning, development and operation of Changsha Jinxia Bonded Logistics Centre. The Group signed the agreement with Changsha Jinxia Bonded Logistics Centre in December 2007 and sent a senior management team on site to administer full centre operation.
Jinxia Bonded Logistics Centre is situated at the heart of the northern logistics centre of Kaifu Disctrict in Changsha City, neighbouring the new port of Changsha and the new northern freight station of Changsha Railway. The project takes up 1500 acres of land, of which 450 acres are used as Customs Surveillance Zone. Six warehouses and dump sites that occupy an area of 75,000 square metres have already been constructed with supporting facilities such an office building, gates, bonded fences and information monitoring systems.
