Background
With registered capital of RMB 120 million, TEDA Bonded Public Warehouse is a joint venture of Tianjin State-owned Assets Management, Tianjin Teda Bonded Warehouse Limited and BPS Global Holdings Limited. Located in Tianjin Economic and Technical Development Zone, the TEDA Warehouse is the only public bonded warehouse in the Zone and can be accessed easily through marine, land, or air route. Although TEDA has acquired 260,000-m2 land from local government for its logistics project, the former warehouse was just 10,000 m2 in area and cannot meet the demands of multinational companies and third-party logistics companies in the development zone. TEDA has been working hard to solve the problem of transition form a traditional logistics company to a modern logistics company.

Implementation
To build a high-end logistics platform that can attract high-end customers and high-caliber management personnel, TEDA employed HKLTS to deliver a series of professional service on market survey, business planning, logistics center planning, and marketing activities.

From early 2005, consultant team of HKLTS carried out market survey, market targeting, project planning, planning of the first-stage of the expansion project, and promotion activities targeted on potential market/customers. By the end of 2005, the first stage of the expansion project, which includes a 30,000-m2 modern warehouse and supporting facilities, was completed and put into operation. The high-end business model suggested by HKLTS consultants, featuring of electronics logistics, automobile parts logistics, bonded logistics, railway goods collection, and one-stop customs clearance, turned to be very successful, and some multinational companies have shown intention to utilize TEDA warehouse. The works of HKLTS laid a solid foundation for the reform and future development of TEDA.

Background
The Jinxia (Changsha) Bonded Logistics Center is the first type B bonded logistics center in southern Central China area. It is also a key project outlined in the 11th Five-year Plan of Human Provincial Government and an important part of Changsha municipal governments plan for promoting modern logistics industry and export-oriented economy, optimizing industrial structure, and increasing competitive edge of the city.

The first type B bonded logistics center in southern Central China area, which has been submitted to relevant government department for approval, is a key construction project outlined in the 11th Five-Year Plan of Hunan Provincial Government.

Located in Jinxia Logistics Park, Changsha Economic Development Zone, the first stage of the Center is planned to be 700 mu in area, with an investment of RMB 350 million, and will be a type B bonded logistics center. The second stage, about 800 mu in area and with investment of RMB 650 million, mainly includes facilities for exhibition, trade, and distribution.

The Center is close to the south and north Cargo Stations, Qingzhuhu Road, and connects to Jing-Zhu Expressway, No.107 and No.319 National Roads. It also neighbors to the Xianing Harbor.

Following its workflow, the consultant team of HKLTS carried out market survey, market targeting, project planning, and promotion activities targeted on potential market/customers. The overall development plan, target, potential market and functional position, business model, profit model, technical solution, and investment invitation strategy suggested by HKLTS turned to be very successful, and some famous domestic and foreign companies have shown intention to utilize the Center.
